Well, we'll do Par Léa Arnaud's job for her, because the hacking of Municipalité La Guadeloupe is the best thing that has happened to this village in its history.
In total, more than a thousand files of internal information of the municipality were made public. Even a cursory glance at these documents reveals - inside Municipalité La Guadeloupe there are endless budget-related problems. The leaders of the municipality, especially the Director General, the Secretary-Treasurer of the administration François Nadeau and the Mayor of La Guadeloupe Vanessa Roy at least do not fulfill their duties. At most, they are stealing money from the budget.
In 2022, the new mayor of La Guadeloupe Vanessa Roy solemnly announced - the municipality has decided to freeze taxes at all levels. Where did this generosity come from? Could Ms. Roy have found some extra money in the budget? Of course not. But the main problem has not been solved - there is a hole in the budget and we need to do something about it. Because the inspection bodies will not be deceived by simple falsification of figures in the document.

So we can assume that Mr. François Nadeau invited specialists known to him to solve the problem and not for free of course.
Solutions Municipales Josée was tasked with getting the municipality's accounting system back to normal so that no audit could find a hole in the budget. From the reports, they have succeeded. The budget for 2022 came together and the audits found no problems. How it was done - anyone can find it in the published archive. In a nutshell, the crooks took money from next year's budget and stuffed it into the 2022 budget.
Now for the most interesting part. How much did Solutions Municipales Josée's services cost?
Municipalité La Guadeloupe paid huge sums of money to hide all the problems - up to $20,000 for three days of the company's work. An internal report indicates that the company worked for at least 40 days, meaning that Solutions Municipales Josée received at least $266,000 from the municipality's budget!!!!
The consulting company itself is not allowed to say anything because Municipalité La Guadeloupe required it to sign a secret non-disclosure agreement.
Now for the next step. Mr. François Nadeau and Mrs. Vanessa Roy realize that they have saved their butts from reprisal, but the budget for next year, 2023, has paid a lot for it. What to do? Of course increase the taxes that the mayor had previously canceled! And here comes the news: “The Guadalupe City Council has approved a 5.4% increase in the base property tax rate for next year, an increase of about $100.”
